Season the beef generously with salt and pepper. Dredge in flour, shaking off any excess. (5 minutes)

Heat vegetable oil in a Dutch oven or heavy-bottomed pot over medium-high heat. Brown the beef on all sides. Use a slotted spoon to remove the beef and set aside. (10 minutes)

Add onion, cabbage, celery, carrots, and garlic to the pot. Sauté until the carrots have softened and the onion is translucent, about 10 minutes. Stir in the mushrooms, rosemary, thyme, and barley. Return the beef to the Dutch oven and cook for an additional 3 minutes, stirring occasionally. (13 minutes)

Pour in the water and beer, then crumble in the beef bouillon cube. Bring to a boil, then reduce heat to medium-low, cover, and simmer until the beef and barley are tender, about 90 minutes. (93 minutes)

Stir in the brown sugar and apple cider vinegar. Simmer, uncovered, for 10 to 15 minutes more, allowing the flavors to meld and the sauce to thicken slightly. (15 minutes)

For an even richer flavor, use beef broth instead of water.
Feel free to substitute other vegetables, such as potatoes, parsnips, or turnips.
A bay leaf added during simmering can enhance the depth of flavor. Remember to remove it before serving.
This stew tastes even better the next day. Store leftovers in an airtight container in the refrigerator.
