In a large bowl, whisk together the flour, sugar, baking powder, and salt. (2 minutes) In a separate bowl, whisk together the milk, ketchup, melted butter, eggs, and mustard. (2 minutes) Pour the wet ingredients into the dry ingredients and stir until just moistened; do not overmix. (3 minutes)

Gently fold in the cooked ground beef mixture and shredded Cheddar cheese. (3 minutes) Spoon the batter evenly into the prepared mini-muffin cups, filling each almost to the top.

Bake in the preheated oven until a toothpick inserted into the center comes out clean, about 15 minutes. Let cool slightly in the muffin tin before transferring to a wire rack to cool completely. (15 minutes baking, 5 minutes cooling)

For an extra layer of flavor, consider adding a pinch of garlic powder or onion powder to the beef mixture while cooking.
Feel free to experiment with different cheeses, such as Monterey Jack or Colby, to customize the flavor.
