Place flour in a shallow bowl. Dredge beef cubes in flour, shaking off excess. (5 minutes)

Heat olive oil in an oven-safe casserole dish or Dutch oven over medium-high heat. Brown beef cubes in batches on all sides, ensuring not to overcrowd the pan. Transfer browned beef to a plate. (15 minutes)

Add onion, celery, and carrots to the casserole dish. Reduce heat to medium and cook until vegetables are softened, about 5 minutes. Add garlic and cook for 1 minute until fragrant. (6 minutes)

Pour in beef broth, scraping up any browned bits from the bottom of the dish. Return beef to the casserole dish and stir in bay leaves. Season lightly with salt and pepper. (3 minutes)

Cover the casserole dish tightly with a lid or aluminum foil. Bake in the preheated oven for 1 1/2 to 2 hours, or until beef is very tender. (120 minutes)

Remove casserole dish from the oven. Discard bay leaves before serving. Season the stew with additional salt and pepper to taste. (2 minutes)

For an even richer flavor, consider browning the beef in bacon fat instead of olive oil.
Add a splash of red wine to the stew during the last 30 minutes of cooking for extra depth.
Serve over mashed potatoes, egg noodles, or crusty bread for a complete and comforting meal.
