Place frozen meat on top. Add potatoes, carrots, and celery.

Recipe View Close and lock the lid. Close the vent. Select Meat/Stew button according to manufacturer's instructions; set timer for 45 minutes. Allow 10 to 15 minutes for pressure to build.

Recipe View Unlock and remove the lid. Mix water and cornstarch in a small bowl and slowly pour into the pot. Select the Saute function and cook until slightly thickened, 3 to 5 minutes.

For a richer flavor, sear the frozen meat in the Instant Pot before adding the other ingredients.
If you don't have red wine, you can substitute with an equal amount of beef broth and a splash of balsamic vinegar.
Adjust the amount of salt and pepper to your taste. Remember that the flavors will concentrate during cooking.
Feel free to add other vegetables, such as mushrooms, parsnips, or turnips, to the stew.
