In a large, heavy-bottomed pot or Dutch oven, heat the vegetable oil over medium heat. (2 minutes)

Add the ground beef and cook, breaking it up with a spoon, until it is browned. Drain off any excess grease. (5-7 minutes)

Pour in the water, and stir in the corn, diced tomatoes, ranch-style beans, potatoes, onion, green bell pepper, celery, chili powder, sugar, garlic powder, salt, and pepper. Stir well to combine. (3 minutes)

Bring the mixture to a boil, then reduce heat to low, cover, and simmer until the potatoes are tender and the flavors have melded. (1 hour)

Taste and adjust seasonings as needed. Serve hot with your favorite toppings, such as sour cream, shredded cheese, or a dollop of salsa.

For a richer flavor, try browning the ground beef with a tablespoon of bacon grease.
Feel free to add other vegetables, such as carrots, zucchini, or mushrooms.
If you prefer a thicker stew, you can mash some of the potatoes against the side of the pot during the last 15 minutes of cooking.
This stew can easily be made in a slow cooker. Simply brown the ground beef and then transfer all ingredients to the slow cooker. Cook on low for 6-8 hours or on high for 3-4 hours.
