Add olive oil to the same pot. Sauté the onions, garlic, carrots, and celery over low heat until softened and fragrant. Add the rice vinegar and brown sugar, stirring to combine. Pour in the beef broth and bring to a simmer, deglazing the pan by scraping up any browned bits from the bottom. (15 minutes)

Return the browned meat to the pot. Pour in the ale, then stir in the parsnips, turnips, red potatoes, parsley, and bay leaves. (5 minutes)

Reduce heat to medium-low. Cover the pot and simmer gently for 90 minutes, stirring occasionally, or until the beef is tender and the vegetables are cooked through. (90 minutes)

For an even deeper flavor, consider browning the beef in batches and then deglazing the pan with a splash of red wine before adding the broth.
Feel free to experiment with other root vegetables such as sweet potatoes or rutabaga.
This stew tastes even better the next day, as the flavors have had time to meld and deepen.
