Prepare the basil: Bring a saucepan of water to a boil. Prepare a bowl of ice water nearby.

Blanch the basil: Place basil leaves into the boiling water and blanch until bright green and slightly softened, about 10 seconds. Remove basil leaves with a fine-mesh strainer and immediately plunge into the ice water to stop the cooking process.

Dry the basil: Drain the basil, wrap it in a paper towel, and gently squeeze to remove excess moisture.

Combine ingredients: Place egg yolks into a container with a base slightly larger than the base of your stick blender (a measuring cup or wide-mouthed jar works well). Add garlic, lemon juice, salt, cayenne pepper, black pepper, basil leaves, and Dijon mustard to the egg yolks. Gently pour the vegetable oil over the top.

Emulsify: Push the stick blender all the way to the bottom of the container. Pulse the blender 6-8 times, about 1 second per pulse, until the mixture begins to emulsify at the bottom.

Blend to perfection: Once mayonnaise begins to form, slowly raise the stick blender slightly in the container and continue to blend until all the oil has been incorporated, the mayonnaise is thick and creamy, and the basil is finely chopped (10-20 seconds).

Adjust and chill: Taste and adjust seasonings as needed. Transfer the mayonnaise to a clean bowl, cover, and refrigerate for at least 30 minutes to allow the flavors to meld.

For the best flavor, use the freshest basil you can find.
If you don't have a stick blender, you can use a regular blender or food processor, but be sure to add the oil very slowly in a thin stream while the machine is running.
