Preheat the oven to 375 degrees F (190 degrees C). Lightly grease a 9x13-inch baking dish. (5 minutes)

In a large bowl, gently combine the cooked rice, thawed and drained stir-fry vegetables, and half of the shredded Cheddar cheese (3 ounces). Set aside. (5 minutes)

In a small saucepan over low heat, melt the butter. Stir in the lemon juice, chicken bouillon granules, paprika, and black pepper until well combined. Remove from heat. (3 minutes)

Add half of the butter mixture to the rice mixture; stir gently to combine. Transfer the rice mixture to the prepared baking dish. Arrange the tilapia fillets in a single layer on top of the rice mixture. Pour the remaining butter mixture evenly over the tilapia fillets. Sprinkle the remaining 3 ounces of Cheddar cheese over the entire casserole. (10 minutes)

Bake in the preheated oven until the fish flakes easily with a fork and the cheese is melted and bubbly, 35 to 40 minutes. Let stand for 5 minutes before serving. (40 minutes)

For a richer flavor, use brown butter instead of melted butter in the sauce.
Feel free to substitute other vegetables, such as broccoli, cauliflower, or asparagus.
If you don't have chicken bouillon granules, you can use chicken broth instead. Reduce the amount of lemon juice slightly if using broth.
To prevent the tilapia from drying out, you can tent the casserole with foil during the last 15 minutes of baking.
