In a large skillet over medium-high heat, crumble and cook the sausage, breaking it apart with a spatula, for about 5-7 minutes. Add onion powder, garlic powder, bouillon, and pepper. Mix until well combined and fully cooked, approximately 5-7 minutes more.

Stir in the flour until well combined. Gradually add milk, stirring constantly to prevent lumps. Bring to a gentle boil, then reduce heat to a simmer. Continue stirring until the gravy thickens, about 5-7 minutes. Adjust seasoning to taste. Remove from heat and set aside.

Preheat the oven to 350 degrees F (175 degrees C). Grease a 9 x 13-inch baking dish with butter.

Cut each biscuit into four pieces. Arrange half of the biscuit pieces in the bottom of the prepared baking dish. Pour the sausage gravy mixture evenly over the biscuits. Top with the remaining biscuit pieces.

Bake in the preheated oven until the biscuits are fully cooked and golden brown, approximately 13-15 minutes.

Remove from the oven and let stand for 3-5 minutes before serving. This allows the casserole to set slightly.

For an even richer flavor, try using half-and-half instead of milk in the gravy.
Add a sprinkle of shredded cheddar cheese during the last few minutes of baking for a cheesy twist.
To prepare ahead, assemble the casserole and refrigerate overnight. Add about 5-10 minutes to the baking time when cooking from cold.
