In a large soup pot over medium-high heat, melt the butter. Add the diced onion and salt, cooking until softened and translucent, approximately 4-5 minutes.

Add the ground beef and cook, breaking it up into small crumbles, until browned, about 5 minutes.

Incorporate the crushed garlic, black pepper, cayenne pepper, and bay leaf. Stir and cook for 1 minute to release their aromas. Pour in the beef broth, increase heat to high, and bring to a boil. Add the cabbage, reduce heat to medium, and cook until the cabbage is just tender, around 10-15 minutes.

Stir in the crushed tomatoes and water. Continue to simmer for another 10-15 minutes. Add the rice and half of the chopped parsley. Simmer over medium heat until the rice is tender and the soup has thickened, approximately 20 minutes. If the soup becomes too thick, adjust consistency by adding more beef broth or water. Season to taste with additional salt as needed. Garnish with remaining parsley before serving.

For a richer flavor, consider using bone broth instead of regular beef broth.
Adjust the amount of cayenne pepper to control the level of spice.
To prevent the rice from sticking to the bottom of the pot, stir the soup occasionally during the final simmering stage.
This soup tastes even better the next day, allowing the flavors to meld together.
