Step

Preheat oven to 350 degrees F (175 degrees C). Prepare a 2-quart casserole dish with cooking spray. (5 minutes)

Spread long-grain rice evenly into the prepared casserole dish. (2 minutes)

Heat olive oil in a saucepan over medium heat. Cook and stir carrot, celery, and onion in hot oil until the onion is soft and translucent, about 4 minutes. Stir in the minced garlic and cook for 1 minute more, until fragrant. (5 minutes)

Increase heat to high; add chicken stock and bay leaf to the saucepan and bring to a rolling boil. Pour the mixture evenly over the rice in the casserole dish. (3 minutes)

Cover the dish tightly with aluminum foil. Bake in the preheated oven for 20 minutes. (20 minutes)

Remove the aluminum foil and continue baking until the rice is tender and has absorbed most of the liquid, about 20 minutes more. (20 minutes)

Remove and discard the bay leaf; season with black pepper to taste. Fluff gently with a fork before serving. (2 minutes)

For a richer flavor, toast the rice in the olive oil for a few minutes before adding the vegetables.
Feel free to experiment with different herbs and spices. A sprig of thyme or a pinch of red pepper flakes would be a welcome addition.
If you don't have chicken stock, vegetable stock or even water can be used as a substitute, though the flavor will be less intense.
