In a saucepan over high heat, combine frozen spinach and water. Bring to a full boil, then reduce heat to medium. Cover and cook for 8 minutes, then separate the spinach with a fork and cook for an additional 2 minutes. Drain, reserving 1/2 cup of the cooking liquid. (Total time: ~10 minutes)

In a separate saucepan over low heat, melt the butter. Add flour, stirring until blended and smooth, about 1-2 minutes. Add the chopped onion and cook until softened, approximately 5-7 minutes. (Total time: ~9 minutes)

Slowly incorporate the evaporated milk and reserved cooking liquid, stirring constantly to prevent lumps. Continue to cook, stirring frequently, until the mixture is smooth and thick, around 3-5 minutes. Add the diced cheese spread, celery salt, garlic salt, black pepper, cayenne pepper, and salt. Cook and stir until the cheese is melted, about 2-3 minutes. Stir in the cooked spinach until well combined. (Total time: ~8 minutes)

For a richer flavor, consider using freshly grated Parmesan cheese in addition to the jalapeño cheese spread.
Adjust the amount of cayenne pepper to control the level of spiciness to your liking.
This dish can be prepared ahead of time and reheated. Add a splash of milk if it seems too thick upon reheating.
