Preheat oven to 425 degrees F (220 degrees C). Line a baking sheet with aluminum foil and grease with cooking spray. (5 minutes)

In a large bowl, whisk together flour, 1 tablespoon sugar, baking soda, baking powder, and salt. Cut in cold butter using a pastry cutter or your fingertips until the mixture resembles coarse crumbs. Stir in orange zest. (10 minutes)

Create a well in the center of the dry ingredients. In a separate bowl, whisk together orange juice, egg, and vinegar. Pour the wet ingredients into the well and stir until just moistened and the dough is sticky. (5 minutes)

Turn the dough out onto a lightly floured surface. Gently knead about 10 times, just enough to bring the dough together. Pat the dough into a 6x8-inch rectangle. Cut the rectangle into 4 equal squares, then cut each square diagonally to form 8 triangles. Arrange scones on the prepared baking sheet. Brush the tops with milk and sprinkle with the remaining 1 tablespoon of sugar. (10 minutes)

Bake in the preheated oven until golden brown, approximately 10-12 minutes. (12 minutes)

While the scones are baking, prepare the orange glaze. In a medium bowl, whisk together 1/2 cup plus 2 tablespoons confectioners' sugar and 4 teaspoons orange juice until smooth and thick. The glaze should drip slowly off the back of a spoon. Stir in 1 tablespoon orange zest. (5 minutes)

Once the scones are slightly cooled, dunk the tops into the orange glaze to fully coat. Let stand for 5 minutes to allow the glaze to set before serving. (5 minutes)

For best results, use very cold butter and handle the dough as little as possible to keep the scones light and tender.
Feel free to add a pinch of cardamom or a dash of orange extract to the dough for an extra layer of flavor.
These scones are best enjoyed fresh, but can be stored in an airtight container for up to 2 days. Reheat gently before serving for optimal texture.
