Season the beef cubes generously with salt and pepper. Dredge the beef in flour, shaking off any excess. (5 minutes)

Heat the vegetable oil in a large Dutch oven or heavy-bottomed pot over medium-high heat. Add the beef in batches, being careful not to overcrowd the pot, and brown on all sides. Remove the browned beef from the pot and set aside. (15 minutes)

Add the chopped onions and minced garlic to the pot. Cook, stirring occasionally, until the onions are softened and translucent, about 5-7 minutes. (7 minutes)

Return the browned beef to the pot. Pour in the beer and water or beef broth, scraping up any browned bits from the bottom of the pot. (3 minutes)

Add the crushed rosemary and dill weed. Bring the mixture to a boil, then reduce the heat to low, cover the pot, and simmer for 1 1/2 hours, or until the beef is very tender. (90 minutes)

Stir in the chopped fresh parsley just before serving. Serve hot over mashed potatoes, polenta, or egg noodles.

For an even richer flavor, substitute beef broth for the water.
If you like a thicker gravy, whisk together 1 tablespoon of cornstarch with 2 tablespoons of cold water and stir it into the stew during the last 15 minutes of cooking.
This dish tastes even better the next day, as the flavors have time to meld together.
