Return the beef to the Instant Pot and introduce the diced onion. Sauté for 3 minutes, allowing the onion to soften and become fragrant. Incorporate the taco seasoning, minced garlic, dried parsley, and chili powder; cook and stir for 1 minute, releasing their aromatic oils. Deglaze the pot with a splash of beef broth, scraping up any browned bits from the bottom. Add the remaining beef broth and diced tomatoes. Stir well to combine. Gently mix in the elbow macaroni, ensuring the noodles are completely submerged in the liquid. Discontinue Sauté mode.
