In a large saucepan, heat olive oil over medium heat. Brown the lamb on all sides (approx. 5 minutes). Add the pureed tomatoes, garlic, sugar, salt, and pepper. Cover and simmer for 1 hour, stirring occasionally, until the lamb is tender.

Preheat oven to 350 degrees F (175 degrees C).

Melt butter in a medium skillet over medium heat. Add the orzo and sauté until lightly golden brown (3-5 minutes), stirring constantly to prevent burning. Transfer the orzo to a baking pan, spreading evenly. Arrange the lamb pieces over the orzo. Pour the tomato sauce over the lamb. Add hot water. Cover the baking pan tightly with aluminum foil.

Bake in the preheated oven until the orzo is tender and has absorbed most of the liquid (about 1 hour). Check periodically and add more hot water if the dish appears too dry. The final dish should be moist but not soupy.

For an extra layer of flavor, try adding a pinch of dried oregano or a bay leaf to the tomato sauce during simmering.
Feel free to substitute veal, beef, or chicken for the lamb, adjusting the cooking time as needed.
Grated Kefalotyri or Parmesan cheese makes a delicious topping before serving.
