In a food processor, combine the jalapeno pepper, garlic, shallot, and 1 tablespoon of olive oil. Season with salt and pepper. Puree until smooth. Add the dried parsley and thyme, and pulse to incorporate. (5 minutes)

Rub the jalapeno mixture evenly over the chicken thighs. Place the chicken in a dish, cover with plastic wrap, and marinate in the refrigerator for at least 1 hour, or up to 24 hours. (1 hour - 24 hours)

Preheat oven to 400 degrees F (200 degrees C). (5 minutes)

Heat 2 tablespoons of olive oil in an oven-safe skillet over medium-low heat. Add the chicken thighs and cook until golden brown on both sides, about 5 minutes per side. Transfer the chicken to a plate and set aside, leaving the drippings in the skillet. (10 minutes)

Reduce the heat under the skillet to low. Pour in the white wine, and bring to a simmer, scraping up any browned bits from the bottom of the pan. Stir in the lime juice and honey, and simmer until the liquid has slightly reduced, about 5 minutes. Return the chicken to the skillet. Pour the chicken broth over the chicken. (10 minutes)

Transfer the skillet to the preheated oven and bake until the sauce has thickened and the chicken is cooked through, about 20 minutes. The internal temperature of the chicken should reach 165 degrees F (74 degrees C). (20 minutes)

For a spicier dish, leave the seeds and membranes in the jalapeno pepper.
Serve this dish with rice, quinoa, or roasted vegetables for a complete and satisfying meal.
The marinade can be made ahead of time and stored in the refrigerator for up to 2 days.
