In a large skillet over medium heat, cook ground beef, onion, garlic powder, and oregano, stirring occasionally, until the onion is tender and the beef is browned (approximately 10 minutes).

Add the chunky tomato sauce and sugar to the skillet. Reduce heat to low and simmer until the sauce is heated through and flavors have melded (approximately 10 minutes).

Bring a large pot of lightly salted water to a rolling boil. Add lasagna noodles, stirring occasionally to prevent sticking. Cook until al dente, about 8 to 10 minutes. Drain the noodles thoroughly.

Preheat oven to 375 degrees F (190 degrees C). Lightly grease a 9x13-inch casserole dish with cooking spray.

In a mixing bowl, combine ricotta cheese, beaten egg, chopped fresh parsley, and 3/4 cup of the grated Parmesan cheese. Mix well until fully combined.

Lay a lasagna noodle flat on a clean work surface. Spread a layer of the ricotta cheese mixture evenly over the noodle. Top with a layer of the meat sauce and then a layer of shredded mozzarella cheese. Carefully roll up the stuffed lasagna noodle jelly-roll style. Place the roll, seam-side down, in the prepared casserole dish. Repeat with the remaining lasagna noodles, ricotta cheese mixture, meat sauce, and mozzarella cheese.

Spoon a bit of meat sauce over each lasagna roll. Sprinkle the remaining mozzarella cheese and 1/4 cup Parmesan cheese evenly over the rolls.

Bake in the preheated oven until the cheese is melted, bubbly, and lightly golden brown, about 30 to 35 minutes.

For a richer flavor, consider using a homemade tomato sauce or adding a splash of red wine to the meat sauce while simmering.
Fresh basil can be substituted for parsley for a different herbaceous note.
To prevent the lasagna rolls from drying out, cover the casserole dish with foil during the first 20 minutes of baking, then remove the foil for the remaining time to brown the cheese.
If you do not have time to make this all in one day, you can make the meat sauce ahead of time and store it in the refrigerator for up to 3 days.
