In a saucepan over medium heat, melt the butter until it shimmers. Add the chopped onion, bell pepper, green onions, garlic, hot pepper sauce, Worcestershire sauce, and the reserved spice mix. Sauté until the mixture softens and begins to caramelize, sticking slightly to the bottom of the pan, about 6 minutes. Stir in the evaporated milk and ketchup; continue cooking for 2 more minutes, stirring occasionally, allowing the flavors to meld into a cohesive sauce. (Cook time: 8 minutes)
