Step

In a medium saucepan, combine water, rice, and sugar. Bring to a rolling boil over medium-high heat. (approximately 5 minutes)

Once boiling, reduce heat to low, cover the saucepan, and simmer until the rice is tender and has absorbed all the liquid. This usually takes about 15-20 minutes.

Remove the saucepan from the heat and let the rice cool slightly for about 10 minutes.

In a large bowl, gently mix the cooked rice with sweetened condensed milk and whole milk until well combined.

Carefully pour the mixture into ice pop molds, filling each mold almost to the top. (approximately 5 minutes)

Insert ice pop sticks into the center of each mold.

Place the filled ice pop molds in the freezer and freeze until solid, at least 4 hours, or preferably overnight.

For a richer flavor, use full-fat milk and consider adding a pinch of cinnamon to the rice while cooking.
If you prefer a smoother texture, you can blend the cooled rice mixture before pouring it into the molds.
To easily remove the ice pops from the molds, briefly run the molds under warm water.
