In a large saucepan over medium heat, combine molasses, honey, and sugar. Bring to a gentle simmer, stirring until the sugar dissolves. Remove from heat and allow to cool for 30 minutes.

In the cooled molasses mixture, stir in the butter, lemon zest, anise, ginger, nutmeg, cloves, cinnamon, and cardamom. In a separate small bowl, dissolve baking soda in water, then add this mixture to the molasses mixture and stir well. In a large bowl, sift together the flour, cocoa powder, and baking powder. Gradually add the wet ingredients to the dry ingredients, along with the eggs, mixing until a smooth dough forms. If the dough is too sticky, gradually add the remaining flour until a stiff, manageable dough is achieved.

Divide the dough into 4 manageable pieces. On a well-floured surface, roll out each piece to a 1/4-inch thickness. Use cookie cutters to cut out desired shapes. Transfer the cookies to ungreased baking sheets.

For a richer flavor, use dark molasses.
Adjust the spices to your personal preference. A pinch of black pepper can enhance the 'pepper' element.
The dough can be made ahead and refrigerated for up to 2 days. Bring to room temperature before rolling out.
For a traditional lemon glaze, whisk together powdered sugar with lemon juice until smooth. Drizzle over the cooled cookies.
