In a small bowl, whisk together the vegetable oil, soy sauce, water, brown sugar, ginger, garlic, and black pepper until well combined. (5 minutes)

Using a sharp knife, score the flank steak on both sides in a crosshatch pattern, being careful not to cut all the way through the meat. This will help the marinade penetrate and tenderize the steak. (10 minutes)

Place the flank steak in a shallow dish or resealable plastic bag. Pour the marinade over the steak, ensuring it is fully coated. Cover the dish or seal the bag, and refrigerate for at least 4 hours, or preferably overnight, turning the steak occasionally to ensure even marination. (4 hours - overnight)

Position an oven rack approximately 6 inches from the broiler and preheat the broiler to high. Remove the steak from the marinade, reserving the marinade for basting. Place the steak on a broiler pan or baking sheet. (2 minutes)

Broil the steak, basting occasionally with the reserved marinade, until it is nicely browned and cooked to your desired level of doneness, about 5-7 minutes per side for medium-rare. Use a meat thermometer to check the internal temperature; for medium-rare, aim for 130-135°F. (10-14 minutes)

Transfer the broiled flank steak to a cutting board and tent loosely with aluminum foil. Let it rest for at least 5 minutes before slicing. This allows the juices to redistribute, resulting in a more tender and flavorful steak. (5 minutes)

Slice the flank steak thinly against the grain into 1- to 2-inch strips. Serve immediately and enjoy!

For an extra layer of flavor, add a pinch of red pepper flakes to the marinade.
If you don't have time to marinate overnight, a minimum of 4 hours will still provide good flavor and tenderization.
Be careful not to overcook the steak under the broiler, as it can become tough. Keep a close eye on it and adjust the cooking time as needed.
